Tree and shrub care should consist of both TREE and shrub care. But in the past most of the care has been applied only to the shrubs. I do not expect the technicians to spray a whole tree from top to bottom and every leaf. But they do need to spray the lower 5-10 feet of the tree trunk, from the ground level, because that is where the beetle infestations cause the most damage.
